Neighborhood Eco Pass

A moratorium was implemented on January 1, 2009 on new or expanded Neighborhood Pass contracts until smart card data is available.

If you reside within the City of Boulder, please visit BoulderColorado.gov for detailed information including maps of participating neighborhoods and contact information for current coordinators.

What is the RTD Neighborhood Eco Pass?

It is a discounted annual transit pass purchased by a neighborhood organization for all members of participating households. This photo I.D. pass entitles residents one year of unlimited travel on all RTD Local, Express, Regional bus and light rail routes. Neighborhood Eco Pass holders pay a $5.00 fee for skyRide service to DIA. Eco Passes issued by DIA employers are exempt from this fee.

The Neighborhood Eco Pass is an environmental alternative to single occupancy vehicles, a cost-saving convenience for residents and a great way to enhance community relations.

How does the program work?

Once a community organization concludes their Neighborhood Eco Pass agreement with RTD, eligible residents are issued individual photo I.D. passes. RTD will schedule photo sessions at your site. Then, when residents ride the bus or light rail, they just show their Neighborhood Eco Pass I.D. to the driver or fare inspector.

What are the requirements?

  1. Only neighborhoods located within the RTD District are eligible.

  2. The neighborhood is required to be represented by a registered neighborhood organization, association, city or county government entity for the purpose of entering into an agreement with RTD.

  3. All housing units within a participating residential neighborhood are included in the total price of the program.

  4. The neighborhood organization appoints someone to act as liaison between RTD and the neighborhood residents. This individual is responsible for:
    • providing RTD with the requested household information and
    • collecting the funds to meet the terms of the agreement.

  5. The neighborhood organization provides a map outlining the neighborhood's boundaries plus other neighborhood information requested by RTD.

How much does it cost?

RTD charges an annual fee per housing unit. The price reflects the number of eligible housing units, amount of transit availability and usage.
