What is an MIS?

A Major Investment Study - or MIS - is a process to identify transportation problems and needs in a major transportation corridor and to identify and evaluate potential alternative solutions to overcoming those problems or meeting those needs. The MIS uses public input to identify the problems, needs, and potential solutions. The term public includes citizens, governments, organizations, agencies, and any others who may be impacted by the implementation of a major capital project designed to mitigate mobility problems and meet mobility needs in the corridor.

Why is RTD proceeding with the Major Investment Studies even though Guide the Ride did not pass?

Three reasons:

  1. One of the cited shortcomings of Guide the Ride was that it did not identify what improvements were to be constructed in some of the proposed rapid transit corridors, such as US 36 and I-225. These studies will establish what the residents in those corridors feel are the best solutions to mobility problems in the corridors.

  2. A Major Investment Study (MIS) is required by the federal government as a requirement to applying for and receiving federal grant money. The basic process for an MIS is described in federal regulations and must be followed for projects to be eligible for future funding.

  3. An MIS is a good planning tool since it comprehensively identifies and evaluates all the potential alternatives to solve mobility problems in a major travel corridor. The process allows input from all affected persons, agencies, organizations, and levels of government and it can eliminate those alternatives which are not cost effective solutions in favor of those transportation solutions which can realistically be implemented.

What Corridors are being studied?

An MIS is being conducted in each of four major transportation corridors: US 36 between Denver and Boulder; and North Metro in the area between I-25 and I-76, from Denver to the Weld County Line.
