Director Quinlan took office January 1, 2001. He represents District G which includes I-25 corridor and adjacent portions of Arapahoe and Douglas counties.

Director Quinlan is a graduate of Chapman University where he received a degree in Economics. In addition, he earned a Masters in Organizational Development at Pepperdine University, as well as a post graduate degree from the Army Staff College in Geopolitical Strategy. He is a decorated Vietnam Veteran, serving officer, who retired from the US Army.  Director Quinlan is the Founder and Managing Partner, Trace Associates, a retained executive search firm supporting the telecommunications industry. His major policy interests include; operational accountability, and completing FasTracks on time and budget.

Director Quinlan is active in the community. He has served on the Boards of Directors of the Hugh O'Brien Youth Organization, DTC Kiwanis, and for five years as a Planning Commissioner for Arapahoe County.

Director Quinlan has been married for 38 years to Ellen and they have three children; Patrick, Stefanie and Marc.
