Wally Pulliam was appointed by the Jefferson County commissioners to the RTD Board of Directors in 1999. He was re-elected in 2000 to fill the remainder of the term and then re-elected in 2002. He served as Vice Chairman of the Board in 2000 and 2002 and Treasurer in 2003.

Director Pulliam is the owner of WP&A, a governmental affairs consulting business. Prior to that, Director Pulliam worked for Jehn Engineering as their Marketing Director from 1999-2003. He served on the Jefferson County Planning Commission for seven years, serving as Chairman in 1997. Director Pulliam spent 21 years with the Colorado Legislative Council, 14 years as a principal analyst, providing research and assistance to various legislative committees, focusing on Transportation, Local Government and Land Use. After leaving the Legislative Council, Director Pulliam briefly served as a Legislative Lobbyist before becoming a professional nursery man with Paulino Gardens. Director Pulliam received his BS in history and economics from Bemidji State University, has his MA in Political Science from the University of Wyoming, along with additional graduate work in public administration from CU Denver. Director Pulliam is also a graduate of the Rocky Mountain Program for Senior Executives in State and Local Government.

Director Pulliam is married and has three adult children and three grandchildren.
