
Burnham Yard Ad Hoc Committee
Committee Purpose
The Ad Hoc Burnham Yard Redevelopment Committee (committee) is established to develop a clear set of guiding principles for the Regional Transportation District’s role in supporting and enabling the development of the new Denver Broncos stadium at the Burnham Yard location adjacent to RTD property at the 10th/Osage Station. The committee will provide strategic recommendations to the full Board regarding RTD’s involvement, opportunities, risks, and desired outcomes related to the project.
Background
The Denver Broncos organization is undertaking construction of a new stadium and associated development at the historic Burnham Yard, immediately neighboring RTD-owned property and transit assets at the 10th/Osage Station. This location represents a major multimodal hub and a critical connection point within the RTD network. The scale and proximity of the project create significant opportunities for transit integration, mobility enhancements, community benefit, and potential value capture—while also presenting operational, financial, and partnership considerations that require coordinated Board guidance.
Objective
The committee is charged with developing:
- Guiding principles for partnership with the Broncos and other stakeholders
- A high-level framework as envisioned by the Board for desired transit access, multimodal connections, station improvements, and potential service implications
- Identification of key risks, constraints, and opportunities that the Board should consider
Scope of Work
The committee will:
- Receive and review briefings from RTD staff, external partners, and, as warranted external subject matter experts
- Consider potential long-term benefits and impacts to RTD assets and the surrounding communities
- Draft a final set of recommendations for Board discussion
