
RTD names new Deputy COO of Bus Operations and Chief Information and Technology Officer

DENVER (July 25, 2025) –– The Regional Transportation District (RTD) announced the two newest members of its leadership team who were promoted to new roles. The agency promoted Greg Smith to Deputy Chief Officer of Bus Operations and Brett Feddersen was named RTD’s first Chief Information and Technology Officer. Both will guide the agency through its long-term OneRTD vision and support fulfilling the agency’s strategic initiatives including Customer Excellence and Financial Success.
Greg Smith brings two decades of public transit qualifications
Greg Smith was formerly the Acting Assistant General Manager of Bus Operations since March 2025. In the role, Smith provided steadfast leadership to ensure the continuity of Bus Operations, which encompasses approximately 1,800 personnel and an annual budget of $450 million. Over a career in public transportation exceeding two decades, Smith has managed fixed route bus, paratransit, and demand response services. He has extensive experience in transit service delivery, maintenance, safety, quality assurance, regulatory compliance, and financial management and oversight. Smith joined RTD in 2006 as a service planner and scheduler and progressively served in management positions within Special Services, Contracted Services, and Bus Operations.
Upon being promoted to Deputy Assistant General Manager of Bus Operations in 2020, Smith oversaw RTD’s contracted and agency-operated bus service delivery and compliance during the COVID-19 pandemic. He also led the renegotiation of complex service delivery contracts and service modifications that significantly improved the agency’s financial position.
Smith began his career in transit in 2004 as a service planner for the Metropolitan Transit System in San Diego. He earned a Bachelor of Science in Business Administration from San Diego State University. He is an active participant with the American Public Transportation Association and a collaborator with global industry partners through the International Association of Public Transport.

Brett Feddersen promoted to inaugural role
RTD promoted Brett Feddersen to its first-ever Chief Information and Technology Officer (CITO) role. Feddersen brings over 20 years of experience in IT strategy and operational management. He first joined RTD in 2015 as Manager of Shared Technical Services where he implemented device standards that reduced user wait times. In October 2023, Feddersen assumed the role of Acting Senior Manager of IT and led the TransIT ARCHITECTED initiative – a project that improved operational effectiveness and resulted in an increase in customer satisfaction of the technology division.
Feddersen earned a Bachelor of Business Administration, Computer Information Systems, from Colorado Mesa University. He received a graduate degree in Leadership and Organizations from the University of Denver, with an emphasis in Strategic Innovation. He has completed the Leading, Educating and Developing leadership development program at the University of Virginia’s Weldon Cooper Center for Public Service.
Prior to RTD, Feddersen worked at the City of Boulder, where he served as Assistant Director of Application Services. His work in the IT department earned the city recognition from the Center for Digital Government for best practices in citizen engagement and digital solutions.
Feddersen is a published author of project management books producing review guides and practice exams for both the Project Management Professional and CompTIA Project+ certification exams.
Feddersen also is a Project Management Professional and a LEAN IT Professional, with additional certifications including Information Technology Infrastructure Library V3 Foundations. He graduated from the Eno Center for Transportation's MAX Program in 2022 and RTD’s Leadership Academy in 2019.
As the CITO, Feddersen will help steward RTD’s long-term IT vision and lead important initiatives in support of the agency’s mission.
