Organizational Design and Workplace Assessment
At RTD, our vision is to be the trusted leader in mobility, delivering excellence and value to our customers and community. Achieving this vision requires the agency to attract and retain a highly skilled and engaged workforce. We are people who move people, and you and our colleagues are the agency’s greatest assets.
In early 2024, RTD embarked on a months-long, comprehensive organizational assessment to identify areas of strength and pinpoint opportunities for improvement. The holistic process was led by a team of consultants with subject-matter expertise in organizational design and culture. The assessment included feedback, perspectives, and opinions from hundreds of RTD employees, representing all departments and divisions.
The final report outlines five thematic challenges and recommendations, and assessing each of the recommendations and implementing necessary changes will take time. The recommendations were developed for RTD's exploration and consideration, and no final decisions have been made.
Thematic Recommendations

Organization and Staffing
Redesign RTD’s organizational structure and operating approach to better align roles and responsibilities and encourage collaboration
Employee Experience
Strive to make RTD one of the region’s most desirable employers
Coordination and Collaboration
Adopt a more participatory and systems-oriented approach to address organizational challenges and encourage continuous improvement
Communication
Use a more targeted and strategic approach to information sharing
Future Direction
Articulate a clear, compelling, and inspiring vision for RTD’s future and ensure that all employees understand how they can contribute to the agency’s success
