Senate Bill 161 10-Year Plan

As part of Senate Bill 25-161, RTD will build upon its Comprehensive Operational Analysis (COA) to establish a 30-year holistic vision. A link to the Plan will be provided on this page when the document is complete. The Plan will be available by no later than September 20th, 2026.

RTD's Plan will closely align with the goals contained in both the Five-Year Financial Forecast (FYFF) and the updated Comprehensive Operational Analysis (COA) when it is completed.
