Israel Laufer is the Integrated Security Technologies Manager with over 25 years of experience in the public safety arena, specializing in the evaluation and procurement of security and public safety technologies, program management, technical support, and organizational leadership across federal accounts.

He works closely with senior and executive leadership to develop and execute technology strategies—guiding initiatives from vision and concept through full implementation and operational adoption. Laufer applies Crime Prevention Through Environmental Design (CPTED) principles within transit environments to ensure security solutions are not only technologically advanced, but also intentionally designed to deter crime, enhance situational awareness, and support safe passenger movement across stations, platforms, parking facilities, rights-of-way, transit centers, and onboard assets.

His approach integrates natural surveillance, access control, territorial reinforcement, and maintenance with advanced security technologies—such as CCTV, analytics, emergency communications, and access systems—to improve visibility, reduce opportunities for crime, and promote rider confidence without negatively impacting accessibility or operations.
