Director Joyce Downing sworn in to represent RTD District J

RTD welcomes Joyce Downing, who was sworn in on Tuesday, July 28, 2026, to represent District J on the Board of Directors. She fills the vacancy left by Vince Buzek, who retired from the Board effective July 17 after eight years of service.

The Adams County Board of Commissioners appointed Downing during its July 21 public hearing. She will serve through the end of 2026, when voters will elect a new District J representative.

Downing previously served as mayor and a City Council member for the City of Northglenn and has served on numerous regional and national committees during her three decades of public service.

District J includes Westminster, Northglenn, Federal Heights, portions of Thornton, and portions of unincorporated Adams and Jefferson counties.
