Title VI Overview

As a customer of RTD, you have the right to ride without experiencing discrimination or unfair treatment. This right is protected by Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color or national origin in agencies like RTD that receive federal financial assistance. Colorado Revised Statute (CRS) §24-34-601 expands these protections, prohibiting discrimination based on race, color or national origin as well as creed, sex, sexual orientation, gender identity, gender expression, marital status, disability or ancestry.

RTD is committed to ensuring that no person is excluded from participation in, or denied the benefits of, its services as provided under Title VI and CRS §24-34-601. Any person who believes they have been excluded from participation in or denied the benefits of RTD’s programs, activities or services due to discrimination on the basis of their race, color, national origin, creed, sex, sexual orientation, gender identity, gender expression, marital status, disability or ancestry should file a Title VI or CSR §24-34-601 complaint form.

RTD’s Transit Equity Office provides oversight of the Title VI and CSR §24-34-601 complaint management program.

File a Title VI Complaint

You must file a written complaint within 180 days from the date of the alleged discrimination.

How to File a Complaint

There are multiple ways to file a Title VI or CRS §24-34-601 complaint.

  1. The easiest way is to file your complaint online: click here to get started.
  2. You may also fill out PDFs of the Title VI complaint form for complaints on the basis of race, color or national origin or a CRS §24-34-601 complaint form for complaints on the basis of creed, sex, sexual orientation, gender identity, gender expression, marital status, disability or ancestry. The Title VI form, including the steps to file a complaint, are available in other languages below.
  3. Should you choose to not file your complaint online or using the complaint form, you must submit a written statement. The written statement should include the following (at a minimum):
    • Complainant name, address, telephone number and any other contact information (email, fax, etc.)
    • The basis of the complaint (race, color, national origin)
    • Date(s) on which the alleged discriminatory event(s) occurred
    • Details of the incident(s)
    • Names and contact information of witnesses
    • Other agencies where a complaint was filed regarding the same incident(s)
  4. If submitting the PDF of the complaint form or written statement, you may submit the complaint or written statement:

I Filed a Title VI Complaint. What Happens Next?

Once a complaint is filed, RTD will review the complaint and determine if we have jurisdiction. The customer filing the complaint (“the complainant”) will receive a letter acknowledging receipt of the complaint and steps toward resolution.

RTD allows the use of a representative to file a complaint on behalf of the complainant. The representative will serve as the point of contact for receiving communications about the complaint by the Transit Equity Office. 

The investigator may interview individuals named as witnesses as well as other individuals who may have information. The investigator may also review relevant documentation and request additional information from the complainant. If the complainant does not respond to requests for information from the investigator, it may result in an administrative closure of the complaint.

Although RTD strives to resolve complaints quickly, resolution time may vary depending on factors such as the complexity of the complaint and the individuals involved. Once the investigation is complete, RTD will send a final written response to the complainant by mail, email or fax.

Title VI Complaint to the Federal Transit Administration (FTA)

In addition to RTD’s Title VI complaint management process, individuals or organizations may file a Title VI discrimination complaint concerning race, color or national origin with the FTA online or by mail to:
