RTD Board approves fare enforcement policy enhancement study

During its Sept. 22 meeting, RTD’s Board of Directors approved an action requesting staff to assess various ways to enhance fare enforcement and support efforts for a welcoming, consistent customer experience. Directors asked staff to explore policy changes to strengthen fare compliance, improve revenue collection, and expand access to RTD’s income‑based fare discount programs.

Specifically, the Board requested staff explore an administrative fine system, as well as research options that allow customers without valid fare to purchase the correct fare at the time of contact, helping resolve issues quickly and encouraging voluntary compliance.

Because RTD operates an open‑system transit design, fare media is not required to pass through physical fare gates. Fare enforcement occurs entirely through proof‑of‑payment checks conducted by RTD Transit Police and security officers.

To further support customers, the Directors charged staff with proposing new ways to encourage eligible customers to enroll in the LiVE discounted fare program during fare enforcement interactions. The Board also endorsed reviewing potential statutory updates, changes to RTD’s Respect the Ride Code of Conduct, and suspension policy, examining fare enforcement technologies, and a community‑driven engagement process to help shape final policies.

Equity and Title VI considerations will guide each step of the analysis to ensure any updated practices will continue to support a fair and inclusive transit system.

RTD staff will present detailed recommendations to the Operations, Safety, and Security Committee February 2027, with implementation of any supported changes planned no later than Jan. 1, 2028.

Since July 2025, RTD Transit Police and security officers have conducted more than 400,000 fare checks a month. Fare checks help ensure that those using RTD buses and trains have paid their fare and also increase opportunities for direct customer interaction.
